Red Cross Assists Militant Group in Search for Remains of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) stated that its personnel accompanied members of Hamas into zones of Gaza currently controlled by Israeli military authority to support the search for the bodies of individuals held captive.

Ceasefire Agreements and Hostage Bodies Return

Under the truce negotiated by the United States, which began on October 10, Hamas is required to hand over the remains of all captives as soon as possible. As a reciprocal measure, the Israeli government has agreed to transfer the remains of 15 Palestinians for each Israeli.

The organization has so far returned the remains of 15 of those held captive but none in the past five days, as a portion of those bodies are thought to be in areas beyond the ceasefire boundary marking Gaza’s ceasefire.

Red Cross Involvement as Impartial Facilitator

“At the request of the parties, the International Committee of the Red Cross (ICRC) joined a participant in the hostilities as the group searched for the bodies of the deceased individuals beyond the military-established ‘yellow boundary’,” said a representative for the organization.

She added: “The parties to the conflict determined the procedures of the mission and entrusted the Red Cross to act as a impartial mediator. We was not involved in the discussions.”

The official further clarified: “The ICRC was did not participate in the physical hunt for the deceased nor does it take part in the retrieval of human remains.”

Global Legal Standards and Responsibilities

Under global legal norms, it is the duty of the parties engaged in a hostilities to search for, collect, and retrieve the bodies of the deceased.

US Demand and Regional Search Efforts

On Saturday, the US president delivered a 48-hour demand to the organization. “Hamas is going to have to start returning the remains of the deceased hostages, including two Americans, quickly, or the other countries participating in this great peace will take action,” he posted on his social‑media platform.

As the two-day window approached, the group, accompanied by the Red Cross, teamed up with Egyptian teams, who were authorised by Israel to search for remains beyond the line marking the withdrawal of troops inside the territory. An official representative said the delegation would use excavator machines and trucks in the search.

Official Verification and Press Reports

The news was supported by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to enter areas of Gaza under military authority to look for the bodies of captives, alongside Egypt’s and ICRC teams.

“To achieve this goal, representatives were permitted to pass the designated boundary,” the source was cited as stating.

Video released by a regional network seemed to show individuals of a specialized group – belonging to the group’s military wing responsible for guarding hostages – escorting a Red Cross vehicle in a coastal area near Rafah, which is beyond IDF jurisdiction.

Challenges in Locating Hostage Remains

The search for the bodies of Israeli hostages has turned into one of the most sensitive issues in the truce reached between the parties. Yet, the attempt to locate the bodies has proved difficult from the outset, given the existence of an approximate enormous amount of debris across the territory, where, according to health officials, at least ten thousand Palestinians are listed as missing, trapped under the debris.

Diverging Claims on Body Whereabouts

The group has claimed it does not know the precise whereabouts of all the remains, saying it has been unable to communicate with several of its teams that had been holding the hostages and were reportedly killed during Israeli bombardments.

However, an official representative claimed that Hamas was aware of the whereabouts of the bodies. “Should the group exerted greater effort, they would be able to recover the remains of our hostages,” the spokesperson said.

US Stance and Weapons Surrender Talks

Although the US president has acknowledged that a portion of the remains are difficult to access, he said that “the rest they can hand over immediately and, for some reason, they are not.”

“It may have to do with the disarming of Hamas,” he noted.

Washington has said it has obtained assurances from the organization that the group will disarm, though no specific schedule has been established. The militant organisation remains hesitant to give up its arms without firm guarantees about the future of its fighters.
