Australia was widely regarded as a international standard-bearer in weapons legislation – the Bondi attack has revealed a much murkier reality.

On a weekend day in 1996, a lone gunman armed with rapid-fire weapons took the lives of 35 people in the historic site of Port Arthur.

That massacre nearly thirty years ago, which sparked some of the strictest firearm regulations in the world, can feel like a bygone age for many Australians.

However, the tragedy in Bondi this past Sunday, which resulted in 15 fatalities, has revived the ghosts of the Port Arthur massacre.

Gun Ownership at a Historic Peak

A study released earlier this year revealed that there are now in excess of four million privately-owned firearms across the country – a figure that is roughly two times the amount from about 20 years ago.

This equates to approximately a weapon for each small group of people.

While Queensland has the most registered guns, followed by New South Wales (NSW) and Victoria, it is the island state and the Northern Territory that have the highest rate of firearm ownership.

The data also dispels the popular notion that guns are mainly owned by those in the countryside.

Guns are widespread in metropolitan and suburban areas, with a large share located in urban hubs.

Critically, there are now more guns in fewer hands, with the registered individual possessing over four firearms.

Understanding Australia's Existing Weapons Policies?

Weapons legislation in Australia are varied across the country, with a disparate implementation of rules across states and territories.

Generally, to secure a gun licence, an individual must be an adult, deemed a "responsible individual", pass a safety program, and provide a "genuine reason" for ownership.

The permitted justifications include sport shooting or animal management, competitive shooting, certain job-related needs, and for collections.

However, significant gaps remain. For instance, young people in some jurisdictions can have supervision of a firearm from as young as 10 or 12 years old.

Following the Port Arthur massacre, a comprehensive reform of national gun laws was enacted, leading to a voluntary hand-in of over 650,000 firearms.

Automatic and semi-automatic rifles were banned, and vetting procedures alongside waiting periods for sales were introduced.

A key tenet of these reforms was the rejection of "self-defence" as a justifiable cause for gun ownership.

Renewed Demands for Firearm Policy Changes

In the immediate aftermath the Bondi shooting, political leaders were unequivocal about the need to strengthen gun laws.

A national gun buyback scheme was announced, marking the largest such effort since 1996.

Other suggested measures now under consideration include:

  • Restricting the number of guns an individual can legally own.
  • Reforming "open-ended" licensing arrangements.
  • Making Australian citizenship a prerequisite for firearm ownership.
  • Strengthening intelligence sharing during licence application processes.

There are also calls for regular reviews of existing licence holders, acknowledging that "people's circumstances can change" over time.

A Nuanced Discussion

These reform efforts have met with opposition from some quarters.

Pro-gun advocates contend that imposing caps would not have averted an attack driven by violent beliefs.

They suggest that political capital would be better spent improving intelligence rather than tightening regulations for the vast majority of responsible owners.

Furthermore, a critical reform from 1996 – a country-wide gun database – remains incomplete, though it has now been listed as a urgent task.

A Painful Reminder

For reformers, the Bondi attack is a horrific reminder that policies must be updated with changing times.

They argue that modernisation is needed to "address deficiencies" and safeguard communities.

While mass shootings remain uncommon in Australia compared to some nations, the potential persists, and the legacy of weapons being misused – through theft – continues to pose a problem.

As one advocate reflected, "It's sad that it needs such a devastating event to prompt action and listen."
